This webinar sheds light on how human trafficking can appear in global nurse recruitment, and why nurses need to understand the difference between ethical migration and exploitation. You’ll learn key definitions, current global trends, and the conditions that put internationally educated nurses at risk, including coercive contracts, recruitment fees, and visa-based power imbalances.

The session also reviews major international policies that protect migrant nurses and identifies red flags to watch for before signing any contract. You’ll gain a clear understanding of the responsibilities of recruiters, employers, and nursing organizations in preventing abuse. Nurses will leave the session with practical steps to protect themselves and their colleagues, guidance on where to report concerns, and a call to action to advocate for safe, ethical, and dignified migration pathways for the global nursing workforce.

Paul Biluan, DNP, APRN, FNP-C
Dr. Paul Biluan is a nurse practitioner, educator, and global advocate for internationally educated nurses. As president of SIENNA and founder of AspireRN, he leads efforts to advance ethical recruitment, global nursing mobility, and inclusive practice environments. A fellow of RCSI and SIENNA, he actively mentors nurses worldwide and speaks on workforce equity and migration justice. As a Sigma Global Advocacy Scholar and AONL Emerging Voice awardee, he centers lived experience in transforming nursing leadership.
